The East Bay Refugee and Immigrant Forum (EBRIF) is a coalition of organizations dedicated to helping refugees, asylees, and other immigrants build their lives and foster a community and culture that is welcoming and inclusive in the East Bay Area. Our members and partners include government agencies, non-profit organizations, community-based groups, members of refugee and immigrant communities, and individual advocates and community leaders.

Our Members

Members pay annual membership dues based on their organizational budget size.

1951 Coffee Company is a non-profit coffee organization that supports refugees & asylum seekers by providing job training to new arrival refugees and asylees as baristas in the coffee industry. The company also owns a flagship cafe in Berkeley, CA, where refugees and asylees train and work.

Afghan Coalition is an Ethnic Community-Based Organization led by Afghans that provides a variety of different services to the community. Afghan Coalition also provides many services that are available to the public, including: Cultural Counseling, assistance with Social Services, job-hunting, and translation. Other services include: Mental Health for Adults Contact & for Youth, Prevention Visits (Home, Phone, Virtual, Field, etc.) Prevention Counseling Visits (Telehealth, Phone, Virtual), Workshops Psychoeducation and Education (Virtual), Domestic Violence for Families, Keep Fremont House, English Literacy Classes, Cal-Fresh Enrollment, Social Service Advocacy, TEAM & CHANGES, Micro-enterprise Project. Afghan Coalition also hosts the Afghan Health Leadership Consortium.

African Advocacy Network (AAN) is a San Francisco-based nonprofit founded in 2009 to serve the growing Diaspora of African and Afro-Caribbean immigrants. AAN provides immigration legal services, case management, and social integration services based on a unique Cultural Brokering model. AAN is recognized by the Office of Legal Access Program (OLAP), Executive Office of Immigration Review, and U.S. Department of Justice to provide immigration legal services.

ARTogether is a resource center for the Bay Area’s refugee community, providing free creative arts workshops within a setting that supports social gathering, human connection, and community-building. ARTogether strives to adapt to the special circumstances of the diverse groups that they work with, considering family, country of origin, immigration status, sexual orientation, time in the United States, and access to transportation. ARTogether partners with local organizations to develop and customize its workshops and community events, while providing financial and community support for local refugee artists. ARTogether’s activities are led by talented and passionate artists, most of whom are bilingual and belong to underrepresented groups, including women, people of color, and the queer community. ARTogether stands alone as the only creative arts program in the San Francisco Bay Area that specifically serves refugees.

Bay Area Legal Aid provides low-income clients with free civil legal assistance, including legal advice and counsel, effective referrals, and legal representation to help clients protect their families, their health, and their livelihoods. Bay Area Legal Aid is the largest civil legal aid provider serving seven Bay Area counties: Alameda, Contra Costa, Marin, Napa, San Francisco, San Mateo, and Santa Clara. We specialize in the following practice areas and special projects: Consumer protection; health care access; domestic violence and sexual assault prevention and services; immigration; economic justice; housing preservation and homelessness prevention; reentry; veterans services; youth services.

Burma Refugee Families and Newcomers - Burma Refugee Families & Newcomers, formerly known as Burma Refugee Family Network (BRFN), is a community-based nonprofit organization established to support and empower refugees of all ethnic groups from Burma and other countries resettling in the wider San Francisco Bay Area. BRFN provides and advocates for culturally and linguistically appropriate social support services, such as language training, social welfare, education, physical and mental healthcare, employment, housing, and cultural bridging and preservation. BRFN works in collaboration and partnership with other community organizations in order for the refugees and asylees to achieve self-sufficiency and civic engagement in the community.

Catholic Charities of the East Bay helps vulnerable communities within Alameda and Contra Costa Counties, providing housing assistance, general legal services, social services, social support and mental health services, financial assistance and resources, financial literacy, emergency shelter services.

Center for Empowering Refugees & Immigrants (CERI) serves refugees and immigrants affected by war, torture, genocide or other extreme traumas so as to improve their emotional, physical, social and economic wellbeing.

Center of Excellence for Immigrant Child Health & Wellbeing (CoE) is a cross-bay entity based at UCSF Benioff Children’s Hospitals in San Francisco and Oakland, California and serves as the infrastructure for collective action to address the health of children in immigrant families through education, evidence-based clinical services, and advocacy.

Communities Upwards - Founded in 1996, Communities Upwards, formerly Majdoleen Learning and Care Centers (MLACC), has been a catalyst for positive change in Fremont, CA, and beyond. The organization's focus extends to human rights, refugee protection, and women's health.

Church World Service (CWS) serves refugees, immigrants, and asylees in Northern California. CWS’s office in Walnut Creek will help refugees resettle, form long-lasting relationships in the community and maintain their own basic needs in a sustainable lifestyle. CWS NorCal operates several programs to serve unaccompanied children who mostly come through the southern border, and refugees, immigrants, and asylees families and individuals.

Coalition for Humane Immigrant Rights - Los Angeles (CHIRLA) advocates for immigrant rights, organizes, educates and defends immigrants and refugees in the streets, in the courts, and in the halls of power.

Central American Refugee Committee East Bay (Comité de Refugiados CentroAmericanos) (CRECE) is a grassroots organization, whose mission is to organize and educate the Latino immigrant community to improve its social, economic and cultural conditions. CRECE provides classes for parents with children 0-5 years of age; food distribution; youth empowerment programs; immigration and health workshops; “Bringing Hope” delegations El Salvador – open to everyone!; soccer program; cultural celebrations; and referrals for people who are seeking social services and to address immigration issues.

Diversity in Health Training Institute - DHTI connects immigrants to healthcare career pathways through coaching and training. DHTI works with educators and employers to qualify, and train the skills necessary, to quality immigrants for healthcare careers. DHTI created the Sidra project under our Community Wellness program to increase healthcare access and promote mental health services to specific underserved and marginalized communities. Sidra was launched in July 2019 with funding from Alameda County’s Mental Health Services Act under the Prevention & Early Intervention Un/Underserved Ethnic and Language Populations initiative. Sidra promotes healing, wellness and mental health among Arab, and Persian speaking communities living in Alameda County.


DHTI also hosts two additional resource websites, AllyNetwork and Asian Resource Network. AllyNetwork is a web-based app that provides a listing of bilingual/bicultural mental health and wellness professionals and resources for trauma-informed support and resources, with the goal to increase access to and use of mental health and wellness services for immigrants, refugees, and asylees, and immigrant youth, through a web-based app that provides a listing of bilingual/bicultural mental health and wellness professionals and resources for trauma-informed support and resources. Asian Resource Network connects Bay Area families in need with Intellectual and Developmental Disabilities (IDD) service providers.

Global Communication Education & Art (GCEA)'s mission is to advocate, educate, empower, and train African immigrants &  African American communities in the Bay Area.

Harbor House Ministries provides ESL, food, clothing and housing assistance, youth programs and services, education, employment and job training, and childcare programs.

The Hume Center provides the highest caliber of culturally sensitive behavioral health services, professional training, and clinical research.

International Rescue Committee (IRC) - Oakland’s programs are designed to ensure that you, as a refugee, thrive in America--whether ensuring your children are enrolled in school, you as an adult is become self-reliant through employment or starting businesses, or families are receiving acute medical care you need to recover from trauma or illness. If you are in need, the IRC will help you to rebuild your life and regain control of your future in your new home community.

Jewish Family & Community Services East Bay (JFCS East Bay) is a community-based, direct social and human services organization that serves and supports Alameda and Contra Costa County residents of all ages, races, and religions.

Korean Community Center of the East Bay (KCCEB)’s mission is to empower immigrants in the Bay Area through access to education, services, resources and advocacy. We help individuals get needed resources at critical moments in their lives and offer opportunities to empower themselves, their families and community for health and wellness.

La Casa de Jenny’s mission is to serve as a navigation and case management center to aid recently migrated individuals to build towards self-sufficiency in their new homes. We provide support and care to help our community members assimilate and thrive in their new communities. La Casa de Jenny focuses on providing connections to wellness services, legal aid, adult & career education, K-12 education services and schools. La Casa de Jenny serves with the goal of creating a model for partnerships that prioritize the needs of recently immigrated youth and families as the pathway to building healthy and sustainable communities across the U.S.

Lao Family Community Development, Inc. (LFCD) assists diverse refugee, immigrant, limited English, and low-income U.S. born community members in achieving long-term financial and social self-sufficiency. We encourage our community members to establish goals, believe in themselves, and become active, contributing members of society.

Law Offices of Hatixhe Grbeshi - Hatixhe B. Grbeshi is an attorney who can help you obtain your Social Security Disability benefits. 

Oasis Legal Services provides legal assistance with asylum, residency, naturalization, VAWA, and family petitions for LGBTQIA+ immigrant communities.

Pars Equality Center provides ESL, home-based tutoring, immigration services, social services, interpretation services, employment assistance services.

Partnerships for Trauma Recovery provides culturally aware, trauma-informed and linguistically accessible mental health care for international survivors of human rights abuses from all cultural, ethnic and linguistic groups residing throughout the greater San Francisco Bay Area.

Project ANAR is an Afghan community immigration justice organization offering direct legal services, community education, and advocacy.

Refugee & Immigrant Transitions (RIT) provides free education, family engagement, and community leadership programs. Students have sought refuge due to war, violence, persecution, or economic duress.

United Nations Association - East Bay Chapter Founded in 1946, the United Nations Association is a movement of Americans committed to the ideals of global engagement. With more than 20,000 members and 200 Chapters across the country, we are dedicated to educating, inspiring, and mobilizing Americans to support the principles and vital work of the United Nations. Around the world the United Nations is acting to protect human rights and confront the planet's most complex challenges - but it can't do it alone. Our East Bay Chapter has been in operation since 1955 and is one of the country's largest and most active. We are 100% volunteer run and every day we work to bring the broader mission of the UNA to our East Bay community. Our mission includes providing informational events, participating in cultural celebrations, supporting youth leaders, and engaging in robust advocacy with our local and national elected officials.

Upwardly Global provides employment assistance and job search skills training for recently arrived immigrant and refugee professionals to the US who have full work authorization.

Public Systems Partners

Alameda County Behavioral Health - Mental health and substance abuse services for the people of Alameda County. Our mission is to maximize the recovery, resilience and wellness of all eligible Alameda County residents who are developing or experiencing serious mental health, alcohol or drug concerns. We envision communities where all individuals and their families can successfully realize their potential and pursue their dreams, and where stigma and discrimination against those with mental health and/or alcohol and drug issues are remnants of the past.

Alameda County Health Care Services Agency (HCSA) works in partnership to provide high quality services, foster safe and healthy communities, and promote fair and inclusive opportunities for all residents. This is accomplished by the work of HCSA's four departments: Behavioral Health, Environmental Health, Office of the Agency Director (OAD), and Public Health.

Alameda County Social Services Agency (SSA) provides basic safety net services to at risk children, families, and adults. SSA provides services through its administration and operating departments - Adult and Aging Services, Children and Family Services, and Workforce and Benefits Administration. SSA administers Public Safety Net Benefit Programs to include CalWORKS, CalFRESH, MediCal, Refugee Cash Assistance, General Assistance, domestic violence resources, employment and job training supportive services/referrals, and emergency shelter service. Seat of the County Refugee Coordinator.

Contra Costa County Employment and Human Services Division partners with the community to deliver quality services to ensure access to resources that support, protect, and empower individuals and families to achieve self-sufficiency. EHSD administers Food Assistance/CalFresh, Medi-Cal & Health Coverage Options, Child Care Services, Older Adult Services, Case and Document Assistance, Refugee Cash Assistance, General Assistance, and more

Contra Costa County Health Services’ mission is to care for and improve the health of all people in Contra Costa County with special attention to those who are most vulnerable to health problems. The CCHS health care delivery system provides primary and specialty care including emergency department services, inpatient hospital care, outpatient surgeries, mental health and substance abuse services, laboratory, and radiology.

Contra Costa Public Defenders - We are dedicated to ensuring justice for indigent persons accused of crimes in Contra Costa County.  Our overriding goal is to serve the best interests of our clients in everything that we do. We tirelessly fight for all our clients and ensure that each individual receives excellent representation.

Coalitions & Forums

Refugee & Immigrant Forum of Santa Clara County facilitates the successful integration of refugees and immigrants into local communities through collaboration, resource sharing and fostering community awareness. For over 30 years, the Refugee and Immigrant Forum has successfully advocated for newcomer populations, supported their full integration into our community, and promoted appropriate services to advance their self-sufficiency.

San Mateo Immigrant Forum is convened by The County of San Mateo Office of Community Affairs, or OCA, a division of the County Executive's Office, serving as a liaison between county departments and the community to facilitate information sharing, feedback, and provide immigrant services to residents.

SF-CAIRS — San Francisco Coalition of Asylee, Immigrant, and Refugee Services — is a coalition of organizations serving the San Francisco Bay Area asylee, immigrant and refugee community and service providers. SF-CAIRS offers: a collective voice for immigrant issues; networking opportunities; and resources for immigrants and providers. SF-CAIRS also co-hosts the monthly virtual New Asylee Orientation with California’s State Office of Refugee Health.

Stand Together Contra Costa - A rapid response, legal services, and community education project to support safety and justice for immigrant families in Contra Costa County.
